关于遴选海南省住房公积金第三方审计服务供应商的公告
各有关单位：
根据年度工作安排需要，我厅拟购买海南省住房公积金第三方审计服务，现就遴选服务供应商相关事项公告如下：
一、项目基本情况
（一）项目名称
海南省住房公积金第三方审计
（二）最高限价金额
人民币180000元(壹拾捌万元整）,超过最高限价的报价按无效参选处理。
（三）项目需求
根据《住房公积金管理条例》、《住房公积金行政监督办法》，“建设部和省（自治区）建设厅分别会同同级财政、中国人民银行（分支机构）、中国银行业监督管理委员会（派出机构）等有关部门（以下简称监督部门，分为部级监督部门和省（自治区）监督部门），依据管理职权，对住房公积金管理法规、政策执行情况实施的监督”。审计内容：（1）法规政策执行情况；（2）资金运行情况；（3）资金回收风险；（4）业务报表合规性；（5）增值收益分配情况；（6）审计发现问题整改情况。
（四）合同履行期限
自签订合同之日起至2023年7月25日前完成第三方审计工作并出具相应审计报告。
二、申请人的资格要求
1.中华人民共和国境内注册的，具有独立承担民事责任的能力；
2.参选前三年内，在经营活动中没有重大违法记录的声明函（加盖本单位公章）；
3.未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(www.ccgp.gov.cn)严重违法失信行为记录名单的供应商(网址证明截图加盖公章)；
4.参选人应具有《会计师事务所执业证书》。若分所参与比选必须提供总所的唯一授权委托书和《会计师事务所（分所）执业证书》（2021年7月1日后在自由贸易试验区所在县、不设区的市、市辖区实行审批改备案改革的会计师事务所分支机构，提供已完成向财政部门备案手续的证明材料）。总所与分所不能同时参与本项目比选。
5.单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的比选活动。
6.本次比选不接受联合参选。
三、报名参与遴选材料及要求
（一）住房公积金第三方审计工作应服从我厅工作安排，并严格落实行业规范性文件和相关技术标准各项要求。
（二）封面、目录、营业执照、主要业绩、工作方案、项目人员职称、近3年内在经营活动中没有重大违法记录的书面说明等材料，相应材料应加盖公章及骑缝章。
（三）配合购买人完成其它相关工作事宜。
四、报名截止日期
1.2023年5月 日17：30时（邮寄截止时间以邮戳为准，并请提前电话告知），逾期不再受理。
2.报价相关材料一式3份及电子版（刻录光盘）一并送至海南省海口市海府路59号海南省住房和城乡建设厅321办公室，邮编570204。
组织申报材料比选
我厅将从报名单位中，择优比选供应商，供应商接到中选通知后，应在2个工作日内起草购买服务合同，经我厅法规处法核后，签订购买服务合同。

自本公告发布之日起5个工作日。
